Active noise cancelling in-ear headphones advice needed:

Hi Guys!

I really need you advice on finding in-ear headphones that:

1) will have an active noise cancelling circuit effective enough to cancel out office noise and people's voices/laughs without music on (without hissing noise from the circuit).
2) will have an option to have the circuit switched on or off (optional)
3) will have a volume controller on the cable
4) will be attachable and powered to a standard headphone socket in a laptop or a computer (or powered by 1 external AAA rechargeable battery if really needed)
5) will have actual headphones detachable by jack from noise cancelling base
6) will not make the sound (too much heard) to the fellow co-workers
7) will give a good, undistorted sound (including bass)
8) will not be more than 200 dollars

If you have an extensive knowledge of products please rate a couple in order of how well they perform on point 1. All other comments regarding such list are also very very welcome.
